fitting tribute?

the plaque says something about how the local council has looked
after the environment and collaborated with various businesses
etc....they didn't spend much money on this tribute. what did they
use as a mould....I know what I think it is, any ideas?

Ow! That's nasty. Rocks can do a lot of damage. Some kids got one of our cats right in the eye once. Cat ended up in surgery, we ended up with a hefty bill, and I almost killed a kid.

yeah I saw the wheeliebin shape immediately. we're constantly drumming it into the kids that throwing rocks is not a good idea so I'm very disappointed at Seaneeboy's reaction to Caine's "art blindness", he should have more compassion.
